The zoning plan is an important part of NTNUs unified campus's pre-project. Trondheim Municipality clarifies the physical framework for where and how it can be built, in order to bring NTNU's campus together.
In all construction projects, the building areas must first be regulated. This is done in a public planning process in accordance with the Planning and Building Act. In this project, Trondheim Municipality is the planning authority and Statsbygg, as a builder, is responsible for the zoning plan work, which is carried out in the period 2020-2023.
NTNU collaborates closely with the builder to find the best solutions within the entire planning area and NTNU's unified campus in Trondheim, both for the university, the city and the region.
Five sub-areas to be regulated
The regulation for NTNU's unified campus is divided into five planning areas. During the planning and researching period, planning proposals are drawn up and the builder submits the planning proposal for municipal consideration. Trondheim Municipality by the City Planning Office is responsible for carrying out the process of public consultation and inspection. The planning proposals will be submitted for public consultation and inspection after a decision by the Building Council. The City Council decides the final zoning plans.
The work on the planning areas will take place at different paces, based on the project's development. The ambition/goal is that all zoning plans shall be decided by the City Council of Trondheim Municipality no later than autumn 2022, so that they can be included in the decision basis of the Government for investment grant on the National budget for 2024. The zoning plans must be approved before investment allocation is granted and construction can start.

Web portal for input and information on the zoning plan work
Public participation and dialogue are central in the planning process. The knowledge that neighbours and stakeholders possess about the areas is important for the project development.
In accordance with the Planning and Building Act, you can provide input and comments in connection with the planning work start-up, and in connection with consultation and public inspection of the planning proposal. - Bring together the humanities and social sciences close to the technology subjects, central and visible on the Gløshaugen plateau.
- Strengthen the students’s education and facilitate interdisciplinarity from the beginning of the studies, by developing a varied and concentrated learning area in the central axis of Gløshaugen.
- Create a juntion for the performing, creative subjects; art, architecture, music and design – where the university and the city meet, between Studentersamfundet and the Main building (Hovedbygningen).
- Further develop a cluster for innovation in the axis between the technology and HumSam communities on the Gløshaugen Plateau and our economics and management expertise down along Elgeseter gate.
- Strengthen the Main building (Hovedbygningen) and the surrounding area as the heart of the campus in Trondheim – both symbolically and in practice – through architectural moves and prioritisation of which university functions should be prioritised in this area.
- Strengthen already established academic clusters in science, engineering and computer science and electrical engineering by bringing together the academic communities that move as a result of the campus gathering.

- April 25, 2019: The City Council decided a plan program for university and campus purposes in Bycampus. The plan program sets the framework for all further zoning plans in the area.
- April 21 2020: Statsbygg submits a planning initiative for NTNU’s unified campus to the City Planning Office. The planning initiative explains the further planning work in accordance with the Planning and Building Act. Planning initiative for NTNU’s unified campus on Statsbygg.no.
- Statsbygg announced on 19 September 2020 the formal start of the zoning plan work with a deadline for input 2 November: Asks for input from Trondheim city and Information meeting on alternatives in Høgskoleveien / Grensen and Hesthagen / part of Høgskoleparken (In Norwegian).
- January / February 2021, alternatives for planning area 1 and 2 were presented, on the basis of the Building Council's decision: Information meeting on alternatives in Høgskoleveien / Grensen and Hesthagen / part of Høgskoleparken (In Norwegian).
- June 2021, the status of the planning work for all five planning areas was presented: Information meeting on the zoning plan work (In Norwegian).
- December 2021: Planning proposal for sub-area 1 Høgskoleveien/Grensen was submitted for initial consideration by Trondheim Municipality. Status and information about the planning areas were presented at an open public meeting on 6 December (in Norwegian).
- January 2022: Planning proposal for sub-area 2 Hesthagen / part of Høgskoleparken was submitted for initial consideration by Trondheim Municipality.
- March 2022: Planning proposal for sub-area 4 (Lerkendal) and 5 (Valgrinda) was submitted for initial consideration by Trondheim Municipality.
