Course content

The course describes the main principles of general administrative law. On the basis of an introduction to legal method, the course will give an understanding of administrative law's concepts, perspectives and legal structure.

The course will also includes employment law perspectives.

Students must be able to identify problems, as well as develop the ability to use the rules in practice.

Learning outcome

Knowledge

A good understanding of the following:

  • Legal method
  • Human rights in Norwegian law
  • The difference between general and special administrative law
  • The Public Administration Act's central rules, including the obligation to investigate, competence, case management and appeal
  • The main features of the legal basis for the public administration's decisions

The student will aquire knowledge on the following:

  • The limits of the administration's discretion
  • The main features of the courts' control of the administration
  • The access to set conditions for administrative decisions
  • The employee and employer terms
  • The employer's management right
  • Employment law issues in restructuring and change processes

Skills:

Students will be able to see and reflect on various issues in public administrative law, compared to human rights, as well as employment law issues in the public sector.

General competence

The students should be able to apply their knowledge in public administrative law on cases related to their own work-place.

Learning methods and activities

Lectures, case discussions, group work and exercises. An assignment is handed in before the home exam.

Examination: 70% attendance is required in the course and an approved project assignment, individually or in groups of 2 people.

Home exam 6 hours. The home exam count for 100 % of the grade in this course.

Admission to a programme of study is required:
Public Administration (ØAMPA3)

Required previous knowledge

The course is only available to students who have study rights at the Master of Public Administration program at NTNU.
