Highly Hazardous Materials / Substances

This page lists some laws and regulations related to risk assessment and risk management of highly hazardous materials.

Europe

  • Seveso II directive - Council Directive 96/82/EC of 9 December 1996 on the control of major-accident hazards involving dangerous substances
  • In the UK, the Seveso II directive is implemented as the "Control of Major Accident Hazards" (COMAH). The COMAH homepage provides a lot of useful information.

USA

  • OSHA 29 CFR 1910.119 "Process Safety Management of Highly Hazardous Chemicals"
  • DOE HDBK 1101 (2004): "Process Safety Management for Highly Hazardous Chemicals", U.S. Department of Energy, Washington, DC.

Australia

  • NOSHC 1014 (2002) "National Standard for the Control of Major Hazard Facilities" (This national standard is consistent with the Seveso II directive)
  • ACT WorkCover (2000): "Guidance on the Control of Major Hazard Facilities in the ACT" is a guideline that is useful in relation to the national standard above.

Important Organizations

  • Center for Chemical Process Safety (CCPS)
  • Major Accident Hazards Bureau (MAHB)
  • European Process Safety Centre (EPSC)
  • Responsible Care
