About Coordination

Societal safety is about preventing and managing incidents that affect multiple parts of society simultaneously. Research and public reports show that this requires cross-sector collaboration, which can be challenging in a system where the state is strongly sector-driven, and organizations often have limited tasks. Therefore, the research group on Coordination works to improve coordination and collaboration in societal safety efforts. To understand this, we examine three levels:

  1. Operational coordination during crises and exercises: How different professions, emergency services, and organizations collaborate during crises or exercises, including the public, private, and voluntary sector.
  2. Organizational collaboration: How various organizations with different goals and cultures can work together to prevent and manage incidents.
  3. Cross-sectoral coordination in the public sector: Large incidents often affect multiple sectors, and it can be difficult to assign responsibility to one organization, both in prevention and management. We investigate how sectors can collaborate better in such situations.

We will thus look at coordination and cooperation at different levels and in different phases of societal safety work. In addition, we will work on concrete collaborative projects and in cooperation with other parts of NTNU Civil Security.
